Yes, that computer can definitely run The SIms 3. You should even be able to turn some of the settings to about medium, and still have it run smoothly.
The processor is only 2.3GHz, and the minimum requirement is 2.4GHz, but it’s a dual-core processor, so it’ll be able to handle it. However, it is the only reason I’m thinking only medium settings, and not high. The video card is pretty decent, and 4GB of RAM is enough to run any current game (even Crysis) on max settings. But, the processor just barely meets the minimum requirements, so it probably won’t be able to handle the settings up too high.
Still, a decent computer (and for less than $300, nice!), and it’ll definitely be able to run The Sims 3 just fine.
