bubble hash effects

Why do people incorrectly correlate so many things to the US President?
In issues especially involving the economy esp. the world economy, the president has extremely limited control. More/less regulation is almost purely subjective. What effects the US economy mostly is what 300 mil people in their own individual lives do, what effects the world economy is what several billion people decide to do on a regular basis. To place ‘blame’ for positives and negatives on a single leader seems pure stupidity.
To put it simply: Bill Clinton did not cause the tech bubble; Bush did not cause the housing bubble, etc. Millions of people did these things.
The reason I ask this, is that by misdirecting the ‘blame’ we hurt our own ability to recover from this mess. So, andswer the original question and this:
Do we need millions/billions of people worldwide to change their habbits individually? or Should this problem simply be hashed out by the US Gov’t?
1. Because they lack a comprehensive understanding of statistics as well as how the US govt functions (passes laws, etc.).
2. Neither, really. We have to let these foreclosures happen in the housing industry, and we have to let companies that are either run inefficiently or controlled by unreasonable union demands go under. It is not fair to those who work hard and sacrifice to bail out people who were irresponsible and use business resources inefficiently.
